Victoria to revamp fire service funding with new ESVF starting July 2025

The Victorian Government will replace the Fire Services Property Levy (FSPL) with the Emergency Services and Volunteers Fund (ESVF) starting July 1, 2025. This change aligns Victoria's funding for emergency services with other states. Previously, the FSPL had residential fixed charges of $132 and non-residential fixed charges of $267 collected by local councils through rate notices. The new ESVF will include a variable charge based on property classification and capital improved value. The land use classification is listed on rate notices or levy assessment notices for non-rateable properties. Councils will allow payment in four installments.
