Xi Jinping Thought has been incorporated into both the Chinese Communist Party and national constitutions. Xi Jinping vowed to combat corruption after becoming leader and reduced the size of the People's Liberation Army (PLA) in 2015. Wang Huning, a close ally, is considered instrumental in developing Xi Jinping Thought. Xi Jinping is poised to begin a historic third term as leader at the upcoming Communist Party congress. He has been called "the most authoritarian leader since Chairman Mao." Under his rule, China established "re-education" camps in Xinjiang, accused of human rights abuses against Uyghurs and other minority groups. The Communist Party enshrined Xi Jinping's philosophy, "Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era," into its constitution in 2017. In 2018, term limits for China's president and vice president were abolished, allowing Xi Jinping to potentially remain in office indefinitely.
